'Candy game'
Mary Prior KC, prosecuting, described the criminal behavior to the judicial body.
She said his those affected were children from difficult backgrounds who were participating in a summer program which he managed.
The man conducted a "sweet game" with the minors, the prosecutor stated, in which he would access the sleeping quarters when they were getting ready for bed and ask them to eat sweets "as fast as possible".
She told the court the man had engaged in this activity with the boys "repeatedly", and minors had previously become sick the following morning.
She said the man had been able to explain this over a long period as the minors being "overexcited from fun", until his stepson had worries in recently.
The legal representative added: "This year his family member had concerns about the situation, for good reason.
"They resolved" to investigate in the individual's items."
The legal counsel said items including lubricant, Vaseline and injection devices were found, and his family member notified the police about his concerns.
She said the man proceeded to conduct the "candy game" with six children that night - July 26th - and they were all ill the next day.
"Law enforcement" had not responded by that point," she added.
The regulatory agency, the police conduct office, previously told that it was reviewing law enforcement's management of the events.
Mrs Prior explained the minors were struggling to walk due to being ill, so the stepson called the law enforcement once more.
She explained the man then played the "candy game" in a space of five children.
